With the state tightening its budget belt, there are now 10,200 fewer state employees, according to our latest analysis of the state government employment data collected by the state auditor’s office. This update to our previous interactive shows how budget cuts affected employment at state-funded entities from the second quarter of fiscal year 2011 to the second quarter of fiscal 2012.
All of the jobs shown in this interactive are funded by state appropriations. Many of the entities that receive state funding, such as public universities, have other funding sources that support more jobs than what is shown here. In the table below, you can find what percentage of the total employment is paid with state funds at each entity. The graphs show the number or percent change of full-time equivalents — the total number of hours worked by all employees divided by the length of a common work-week, 40 hours — funded by state appropriations.

Data highlights: The Department of Criminal Justice lost the most employees — more than 2,000 full-time equivalents, or 5 percent of overall employment. Still, the department has 12,000 more state-paid employees than the next largest agency, the Department of Aging and Disability Services.
The Texas Education Agency lost 40 percent of its budget and dropped more than a third of its full-time employees over the last year, 355 people. Nearly every division of the agency was affected by the cuts, but the grants, technology, educator certification and investigation divisions were hit the hardest, according to a TEA representative.
In total, higher-education systems and universities dropped 2,888 full-time equivalents. On average, those entities each lost 5 percent of their state-paid employees, or 40 workers. The University of North Texas System administration dropped the greatest percentage of state-paid employees, nearly three-quarters or 171 full-time equivalents.
The five state health agencies dropped 2,045 full-time employees and 45 part-time employees. The Department of Aging and Disability Services lost the most, with 723 full-time equivalents. About 400 of the jobs were shifted to the private sector as a result of the state's expansion of managed care, said Allison Lowery, an agency spokeswoman. "Nearly every one of these 400 staff members has found employment in these areas or else has voluntarily declined these job offers in order to pursue opportunities elsewhere," she said. The department lost 27 percent of its budget in the 2012-13 biennium, which is 12 percent more than any other state health agencies.
The Health and Human Services Commission, which oversees Medicaid, dropped a little more than 200 employees, or 1.8 percent of its workforce. The agency has had a hiring freeze for the last two years, and it doesn’t plan on removing it anytime soon.
In a state with more than 12.5 million workers, 10,200 lost jobs may seem like a drop in the bucket. Economists agree that the total loss of 67,000 jobs in federal, state and local government in 2011 dampened private-sector growth. While Texas shed those government workers over the last year, the total number of unemployed people dropped by 120,600 as the overall economy improved, according to Texas Workforce Commission statistics.

A casual glance at the tables suggest this data does not include job losses from cut backs to school districts, police forces, and other local government offices, and thus job losses would be greater than 1%. What impact does public sector job loss have on private sector employment and GDP growth you ask?

Regardless, there is no sense in cutting state employees during a recession. It is self defeating; we should be cutting back during boom periods (or putting a greater amount of resources into our rainy day fund during the boom times), to preserve employment during recessions. Instead, we are simply starving the beast, and doing longterm damage to our state economy.

To V Marshall: "not quite sure why a 1% cut in state governmnet is all that draconian": Please consider that during 2010-2011 Texas State population grew faster then any other state in the Nation according to U. S. Census data (as reported in the Texas Tribune, Dec., 2012) at 2.1% which represented 529,000 more people. In addition the chart in this article reflects a 4.3% cut in state agency employment, not 1%. Finally, state agencies including Universities were asked to submit budget requests that were 10% below 2010 funding levels in 2011. During budget process, the legislature cut an additional 2% out of the budget proposals due to the state deficit. Finally, this year these same agencies are again being asked to cut 10% from their budget requests! All these cuts while the number of students (including returning veterans and their dependents) seeking admission to state univiersities, community colleges and technical schools are increasing each semester! The population increases experienced in Texas since 2009 mean more demand for public schools and state health agencies as well as social service agencies. It means more demand for public safety services, energy and water as well. All while our irresponsible, absentee Governor and his hinchmen in the Texas Legislature continue to cut state budgets and funnel state funds to big business and corporate cronies (mostly campaign donors) through the Emerging Technology Fund and the Governor's Economic Development Fund!
Texas is being sold into third world status as we watch and no one seems to have the courage to speak out. Lower taxes are not the solution....if you get to keep you few measely tax dollars but have to pay more for say clean water, law enforcement, health insurance or education for your kids what is the real value of those tax dollars. And what about the poor and the elderly who do not see any benefit from lower taxes....what are they to do? Do you know an elderly relative that is doing without there meds so they can eat? or pay rent? or pay utilities? Of course you probably live in some insulated gated community where you never see any elderly or poor or sick folks....they all get shipped out to some facility or the other so as to not mess up your narrow, selfish view of the world. God help us all when WE age and the children we have neglected and denied an education are the workers and police officers we have to depend on! Rest assured if you do not want to think about others and their welfare, your Children will certainly not want to think about you and your needs when you get old! Respect and caring and self sacrifice are learned behaviors!
