In conjunction with the Fertile Ground series, we’ve updated the state’s list of Women’s Health Program providers. Since the last iteration of this map in February, Gov. Rick Perry has rejected Medicaid funds to continue the program as a federal-state partnership. Anti-abortion proponents are trying to exclude abortion affiliates like Planned Parenthood from participating, but a court injunction will keep them in the program while a lawsuit moves through the court. Perry has promised to keep the Women’s Health Program afloat, and he has ordered the Health and Human Services Commission to identify about $40 million to keep services available to about 130,000 enrollees. (They have yet to name the source of that funding, but the program will receive Medicaid funds through the end of the year and has been re-named the Texas Women’s Health Program.)

The key to understanding the importance of the Women’s Health Program is to know that its beneficiaries do not qualify for Medicaid. Elsewhere, the Texas Legislature has also cut off funding for poor women who relied on the Department of State Health Services to help them using federal grants called Titles V, X and XX (See those tables here). The Women’s Health Program remains their last source for access to services ranging from cervical and breast cancer screenings to STD testing and birth control.
